Idle land is often referred to as "sleeping resources". Since this year, Hubei Province has deployed and implemented nine major campaigns in the field of natural resources, and one of the key tasks is to revitalize idle land resources. In the Anlu Huamei Intelligent Manufacturing Industrial Park in Xiaogan City, the second-phase standardized workshops are neatly arranged, and the production lines in the workshops are operating efficiently.

The second phase of Huamei Intelligent Manufacturing Industrial Park covers an area of 873 mu. It was originally the planned land for an automotive parts company. Due to the company's business reasons, it was left idle several years ago. According to national regulations, if the land is sold by the government and the company fails to start development due to its own reasons, and the local government has repeatedly urged it but it still fails to start development for more than two years, the land can be reclaimed for free. Therefore, Anlu has convened multiple departments including natural resources, development and reform, housing construction, and justice, to form a joint working team and initiate the land recovery procedure. 
Yue Gang, the head of the Natural Resources and Development Utilization Division of the Natural Resources and Planning Bureau of Anlu City,孝感, said: "After this piece of land was reclaimed, the government was also concerned about its potential for secondary idleness. Therefore, the government stipulated through agreements, set design thresholds, and required new enterprises to sign investment intention letters first. After obtaining the land and signing the contract, they must complete the construction within two years." 
Through various forms of investment promotion, Anlu successfully attracted Huamei Intelligent Manufacturing to settle and build here. After obtaining the land, Huamei Intelligent Manufacturing fulfilled its commitment to complete the construction within two years. Through word-of-mouth referrals and the upstream and downstream cooperation, many enterprises in the industrial chain are also planning to settle here. Anlu then released 951 mu of land that was allocated but not yet put into use. A total of 87 enterprises have signed contracts, among which over 30 have already started production. What was once a barren land has now transformed into an industrial park. 
Apart from the land that has been allocated but not put to use, even if the land that has been allocated has low efficiency, it is also a form of "idle resources". Anling has innovatively implemented the "output per mu determines the hero" assessment and evaluation system. It has divided all 504 enterprises in the city into four categories based on the land use efficiency. Different policies are implemented in the allocation of factors such as land use, water use, electricity use, and credit based on these factors. 
Pan Aiming, a member of the leadership team and deputy director of the Natural Resources and Planning Bureau of Anlu City,孝感, said: "Priority will be given to providing land allocation elements for Class A enterprises. A green approval channel will be established. Class B and C enterprises will be encouraged to increase land utilization through various means such as adding floors to existing factories or renovating factory areas. For Class D enterprises, a reverse incentive mechanism will be implemented to urge them to 'restructure and upgrade' and improve their standards." 
Revitalizing idle and inefficient industrial land is an inevitable requirement for high-quality development. Recently, Hubei Province has issued a special governance plan for idle land, aiming to dispose of over 300,000 mu of idle land in the province within three years. As of now, a total of 107,900 mu of idle land has been disposed of across the province, among which 79,500 mu (accounting for 40.1%) were for historical idle land, exceeding the national annual task of no less than 15%. Additionally, 28,400 mu of new idle land have also been disposed of. 
Zhang Xianchuan, deputy director of the Natural Resources Development and Utilization Department of the Hubei Provincial Department of Natural Resources: "We have implemented a list-based management for all idle land, analyzed the reasons for the idleness, established ledgers and 'one case, one strategy' revitalization files."
